The National Compensation Survey produces quarterly indexes measuring change over time in labor costs, Employment Cost Index (ECI), and quarterly data measuring level of average costs per hour worked, Employer Costs for Employee Compensation (ECEC).

Compensation costs increased 0.7 percent for civilian workers, seasonally adjusted, from June 2019 to September 2019. Over the year, compensation rose 2.8 percent, with wages and salaries rising 2.9 percent and benefit costs increasing 2.3 percent.
Wage and salary costs for state and local government workers averaged $32.19 per hour worked and benefit costs averaged $19.47 in September 2019.
Health insurance costs were $5.92 per hour, accounting for 11.5 percent of total compensation costs.
